Dr. Anthony Neoh

Mr. Anthony Neoh is a senior member of the Hong Kong specializing in international litigation and arbitration and an international arbitrator. From 1966-1979, he was a member of the Hong Kong Civil Service, leaving with directorate rank in the Administrative Service. Commencing practice at the HK Bar in 1980, he went on to qualify for the California Bar in 1984 and was appointed Queen's Counsel in 1990. 

 

From 1995-1998, he was Chairman of the Hong Kong Securities and Futures Commission and from 1998 to 2004, he was Chief Adviser to the China Securities Regulatory Commission at the invitation of then Premier ZHU Rongji. He was nominated to the ICSID Panel of Conciliators and Arbitrators by the Ministry of Commerce of China in 2010. Mr. Neoh was the first Asian to be elected as Chairman of the Technical Committee of the International Organization of Securities Commissions. He was a Member of the HK Basic Law Committee of the Standing Committee of the National People's Congress from 1997-2007. He is currently a member of the International Commercial Expert Committee of China’s Supreme People’s Court.

 

Mr. Neoh is also currently a Council Member and Treasurer to the Chinese University of Hong Kong, visiting professor to the School of Business of the National University of Singapore and the independent director of several listed companies. In 2003, he was awarded the Degree of Doctor of Laws, honoris causa, by the Chinese University of Hong Kong. In 2009, he was elected an Academician of the Eurasian Academy of Science, and in 2011, he was presented with the CFA Institute's Award for Distinguished Service to International Finance. In 2013 and 2016, he was awarded the Degree of Doctor of Social Science, honoris causa, by the Open University and Lingnan University respectively in Hong Kong. In 2019, he was elected a Fellow of the Hong Kong Academy of Finance.
