Shenzhen-Hong Kong Maritime Arbitration Summit Held in Hong Kong and Shenzhen

     On 24 November 2022, organized by South China International Arbitration Center (HK) (SCIAHK), Shenzhen Court of International Arbitration (SCIA), and the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality (Authority of Qianhai); co-organized by Hong Kong International Arbitration Center (HKIAC), Hong Kong Maritime Arbitration Group (HKMAG), Hong Kong Shipowners Association (HKSOA), Hong Kong Chinese Enterprises Association Legal Affairs Steering Committee; and supported by the Department of Justice of HKSAR (DoJ), the Shenzhen-Hong Kong Maritime Arbitration Summit (Summit) was held in a hybrid format of “Central, Hong Kong + Qianhai, Shenzhen” with bilingual language.

     Being one of the maritime law and arbitration activity of Hong Kong Maritime Week 2022, the Summit brought together of the local & overseas professionals in all fields of the maritime industry and held a in-depth discussion on green shipping, emerging energy markets, other hot legal issues on ships and maritime arbitration and the latest developments prospects of Shenzhen and Hong Kong maritime arbitration.

 

     Moderated by Mr. Anthony Neoh, Chairman of the Board of SCIAHK, Vice Chairman of the SCIA Council, the Summit followed with the welcome remarks from Ms. Peggy Au-yeung, Principal Government Counsel of the Legal Enhancement and Development Office of DoJ; Mr. Xudong Chen, Director General of the Department of Justice of Guangdong Province; Mr. Guilin Liu, Deputy Director General of the Authority of Qianhai; and Mr. Xiaochun Liu, President of SCIA.

 

     In the keynote speech, Ms. Sabrina Chao, Chairman of the Baltic International Maritime Council (BIMCO); and Ms. Wei Li, Judge of the Fourth Civil Court of the PRC Supreme People's Court delivered speeches on the topic of “Hong Kong – A Leading Centre for Maritime Dispute Resolution and Arbitration and Strengthening Diversified Dispute Resolution Mechanisms for International Commercial and Maritime Affairs so as to Serve the High-quality Development of the Greater Bay Area” respectively.

 

     The Session I of the Summit focused on the hot legal issues on ships and maritime arbitration which was moderated by Mr. Lianjun Li, Senior Partner of Reed Smith Richards Butler LLP, SCIA Arbitrator. Keynote speeches were delivered by Ms. Xia Sun, Manager of Legal & Claim Department of the SITC International Holdings Co., Ltd.; Mr. Yiukei Chan, Director of YK Shipping Consultancy Limited, SCIA Arbitrator; Mr. Jingliang Sun, Founding Partner of TZ & CO. Law Firm, SCIA Arbitrator; and Mr. Frank He, Deputy General Manager of Legal Department of the China Merchants Energy Shipping Co., Ltd. respectively.

 

     The Session II of the Summit focused on the latest developments and cooperation prospects of Shenzhen and Hong Kong maritime arbitration which was moderated by Mr. Gilbert Feng, Deputy Director of HKSOA. Keynote speeches were made by Mr. Sam Tsui, Full Member of HKMAG, Partner and Founder of Tsui & Co.; Mr. Eric Ng, Deputy Secretary General of HKIAC; Mr. Guoyong Huang, Secretary General of SCIAHK; and Ms. Kaixin Deng, Deputy Secretary General of SCIA Maritime Arbitration Center respectively, on which Mr. Wenguang Zhang, Director of CASS Center for the Law of Sea Studies and SCIA Arbitrator commented.

 

     At the end of the Summit, Mr. Huen Wong, Executive Chairman of SCIAHK, Council Member of SCIA and Chairman of the Arbitration Committee of the Law Society of Hong Kong, delivered a closing remarks.
